  8. tendency of contractors to make wild claims about the
  9. effectiveness of proposed weapons systems. Now this liar's art
  10. has spread beyond Washington. A journalist back from the
  11. U.S.S.R. tells of Soviet military technicians who pitched a
  12. costly radar missile-tracking system to the Kremlin. On April
  13. 28, when the U.S. was scheduled to launch a space shuttle, the
  14. technicians triumphantly declared that the lift-off had been
  15. detected and tracked. Several hours later, NASA announced that
  16. the takeoff had been postponed.
